The eventual outcome was two-fold. One, it ensured that the time-tested Congress alliance in the cow-belt was broken. Since 1989 till present, Congress has never won an election in these two states. Two, it wiped out upper caste politicians, irrespective of which party came to power. The Brahman – the most dominant force in Hindi-speaking states – has been wholly marginalised in favour of a formidable Backward caste-Dalit-Muslim alliance. The Congress, in the absence of Uttar Pradesh, is no longer the force it used to be and despite the best efforts of Sonia Gandhi to revive the party in the state, the post-Mandal alliances are proving just too difficult to dislodge.

But there was something else that Singh did, which posterity may not forgive. By making Mufti Mohammed Sayeed as his Union Home Minister, and the infamous Rubaiyya Sayeed kidnapping fiasco that followed in the wake, exposed the country for the first time to the specter of terrorist blackmail. By caving in shamelessly, extremists discovered a vital chink in the Indian armour: kidnapping for barter since then has became a norm, finding its apotheosis in the disgraceful Kandahar hijack of December 1999.

Close V. P. Singh aide & former Rajya Sabha MP, Wasim Ahmed, told B&E: “Singh was a true raja. What he has done for the empowerment of the poor in India, nobody else did.” Not too many in the upwardly mobile classes in the country may agree to such a formulation, but again history is hardly bothered about that.
